Impact Litigation

Using strategic litigation and selective individual cases to enforce housing laws, protect tenant rights, challenge systemic injustice, and protect and expand access to affordable housing.

This work includes:

  • Developing and litigating cases with broad systemic impact to advance housing justice.
  • Challenging unlawful housing conditions using innovative legal theories.
  • Enforcing fair housing and challenging discriminatory practices. 
  • Preserving affordable housing through litigation and legal advocacy.
  • Establishing legal precedent that strengthens tenant/resident rights and housing stability.

Policy and Coalition Advocacy

Advancing legislative and regulatory reforms that strengthen tenant/resident protections and expand access to affordable housing, grounded in deep legal expertise.

This work includes:

  • Developing and advancing community-identified legislation that strengthens tenant/resident protections.
  • Expanding policies that preserve and advance affordable housing.
  • Advocating for stronger enforcement of fair housing and tenant/resident rights laws.
  • Collaborating with coalitions to advance housing justice reforms.
  • Elevating tenant/resident and community voices in policymaking.
  • Translating legal and community insights into impactful policy solutions

Organizing and Education

Advancing community-led advocacy for housing justice reforms through organizing efforts related to policy advocacy and legal strategies.

This work includes:

  • Filling the gaps that legal strategy does not address (prioritizing grass-roots efforts)
  • Partnering with other organizations to offer alternatives or supplementary forms of action to support resident collectives and tenant unions
  • Facilitating and acting as an intermediary between residents and their attorneys to better understand their cases
  • Broadening the reach and scope of HJC beyond the Twin Cities metro area
  • Representing HJC with housing justice coalitions to further policy initiatives
  • Strengthening relationships within housing justice ecosystem to build sustainable community power
